Hi,

'Top it all off' suggests that something happened to either make things perfect or very bad. 'Above all' is used when you want to make a point that is most important.

She wins scholarships every year,to top it all off, she is pretty as a peach

This suggests that not only is she clever but also she is very pretty - being very pretty is an extra bonus.
