I just found it, I think, at http://code.google.com/p/selenium/wiki/PageFactory , if that's the same thing.

I think it just means that the "look up" procedure (i.e. the process of trying to find the thing, whatever it is) is only invoked once, when the item is first used/requested. Once that has been done once, there is no need to keep repeating the procedure .
