Hello!
This sentence: 'I was seen by her brother while I was walking in the park.'-is correct?or it would be better: 'I was being seen by her ............"?

'I was being seen...' is incorrect.

There is an expression that goes like this: Justice must not only be done but must be seen to be done. You could use this idea to give another example - During the recent trial of *** justice was indeed being seen to be done.
