Hello,
Could you please tell me which structure is more grammatically correct
'cluster smth into segments' or 'segment smth into clusters',
and whether I can use any of them?

Both seem feasible to me, provided that the words "segment" and "cluster" can naturally be applied to the things in question. To me, "segment into clusters" implies that the things are initially in a compact group and are being separated into a number of smaller groups. "cluster into segments" implies that the things are initially widely spread, or ungrouped, and are being brought together into a number of groups. Depending on context, there may be other, more natural ways of saying this.

Roughly speaking, the context was as follows - objects need to be divided into groups based on the proximity relation, so that objects that are 'close' to each other are classified into the same collection.

In that case, I would go with "segment smth into clusters" , but I could see how the opposite phrase would make sense too.
