Hi what does

"he is into issues." means

Does it mean he is interested in issues like saving planet, animal welfare etc.

Could you give us some context for this phrase? I want to make sure you are not saying "he has issues".

She is talkin about his friends. At one point she says:

He is into issues. Like global warming, poverty...

Right, then it means he is interested in political or social issues. You can use "into" with many other objects as well - "he is into football", "she is into weird hairstyles". All of these are informal slang, so don't use them in an important paper.
