Dear Mr X,

With regard to your offer to ship goods from Italy by 40’FR OOG (out of gauge), we confirm the offer which includes (or, if he has made the offer to you and not already specified these inclusions, 'which is to include') all pre-carriage charges, sea freight charges, full lashing where approproiate, export documents, customs clearance and any charges relating to the container's delivery to X. We are awaiting your agent's name in Italy.

The part in blue doesn't mean much to me, but I suspect 'by' is the wrong preposition.
