''This suggests that New Delhi is attempting to take advantage of sanctions adopted by LIKE MINDED nations for the explicit purpose of preventing nuclear PROLIFERATION by a dangerously aggressive REGIME- and which could ,in turn, trigger an escalating arms race-in a highly VOLATILE REGION,''the letter said.
It expressed alarm and dismay at ''this apparent move to elevate commercial interests over vital security concerns'' as India had expressed opposition to Iran acquiring nuclear weapons.

Could somebody tell me what does this passage mean?(especially the words in bold).

(1) "Like-minded nations" = nations that have agreed on a particular policy. In this case, some nations have adopted sanctions against nation X. [Let's not mention the name of that country. We do not want to hurt any member's feelings.]

(2) "Nuclear proliferation" = more and more countries are getting nuclear weapons. As you know, at least 9 nations have nuclear weapons, and some world leaders are trying to stop more nations from getting them.

(3) "Regime" = government. Sometimes when people do not like the government of a country, they use the word "regime." Sometimes the word "regime" is used to mean that the government of a country does not deserve respect.

(4) "Volatile region" = the Middle East is very volatile. That is, one wrong decision by one country could result in a terrible explosion of war and misery. And maybe that violence could spread to other parts of the world. So everyone has to be super careful about what is said or done.
