The first sentence is correct:

Over 60 per cent of families own a television.

I don?t want to start a big discussion here but I have one question.
Is Over in this sentence correct? I would prefer to say:

More than 60 per cent of the families own a television.

Yes, the word "over" is fine in this sentence.
It's very often used this way and means "more than".
