Is it normal to say "So therefore, ..."?
Does it make anything different from saying "So, ..." or "Therefore, ..."?

I think it is incorrect to use both so and therefore like this. They each have similar meanings, so the author should have picked one or the other. From your text sample, it is clear that the author has made some other grammatical errors as well. This is the first Google result for "so therefore". I think it has some valuable information.
