Hi, I looked this word in the dictionary, without luck!

"He whinneyed with soft laughter more than was normal for a mandarin in such predicament"

Hi Nocturn

This seems to be a misspelling of the word "whinny". (Past tense: whinnied)

Whinny is the sound a horse makes when it "talks". A synonym would be "neigh".
