Hi Tom

Using the word "a" means that you're asking about the purpose of mobile phones in general.

Using the word "the" could have the same sort of global meaning ("i.e. the mobile phone as an invention) or it could refer specifically to someone's mobile (i.e.: "What is your mobile for?")

I'd probably say "What's a cell phone for?" Laughing
