This is my personal opinion:
If I say "The work is almost finished", that means a little bit of the work is not finished, but it also indicates that the work will probably be completely finished at some point in time (possibly soon).
If I say "The work is mostly finished", that also means a little bit of the work is not finished. But, in this sentence, the possibility that the work will never be completely finished is greater.
