A toothbrush can become shaggy after many (many!) uses. It means that its bristles are matted (twisted and untidy) and that you should replace it -- in fact, you shouldn't wait that long :wink:!

Unkempt hair or beards can be shaggy, too. Shaggy also means with long hair: a shaggy dog; a shaggy carpet.

A shaggy dog story is a very long story/joke with an unexpectedly silly ending.
