Without any context, I would also assume it means the same thing or something similar.
By the way, Google finds over 30,000 instances of "walking library".

Hi New_user,
I feel you could use the phrase "Mobile dictionary/encyclopedia" for a person who has a good hold of a language and has the meanings of most of the words. You know there are people who make it a practise the read at least one page in a dictionary in a day!!

I'm really impressed with those who read at least a page of the dictiopnary a day. I'll try my best to do it, but do you think it works? How can I improve my vocabulary?

Hi abc,
Feel very happy receiving mail from you.
Initially, it is really difficult to read on page of a dictionary a day and retain it in our brain.
Why not try reading books. I still ready Enid Blyton and whatever books people define as kid's stuff. Read good story books, which will keep you interested and your brain is going to take a few words which you may not understood. After some time you can refer to the dictionary --find out the real meaning and try framing sentences of your own. That is what I call intelligent and interesting study.
Why don't you start reading (at least an hour a day) ; books by Mark Twain - "Tom Sawyer & Huckleberry Finn"; Treasure Island by, Books by Franklyn - "The Hardy boys" etcetera. Then slowly start Arthur Hailey "Airport", "Hospital". I mean any book which grabs your attention. And as you read concentrate on the words which you may know nothing about. While reading you can do the "refrence to the context".
After sometime refere the dictionary and then my dear, the learning program with start rolling.
Hey Maan, I am no teacher. But I have learnt English 90% by this method. Also try to read Newspapers. You can do it and wish you all the best. And do write to me when you have the time. OK?
