I think the question here is " Is this sentence okay?"
And I don't think it's clear enough because I can not know the Subject here and it sounds meaningless!
"what has taken its place" , is "it" means the city![/u]

From the title, I think the question is 'what does the sentence mean?' but how about letting Morvarid explain instead of guessing. I agree that more context is needed, though as we don't know what 'it' refers to from this sentence taken out of its original context. (There's nothing wrong with the sentence itself.)
