“Zlatan Ibrahimovic, never one to blow his own trumpet, plans on trumping Eric Cantona's achievements at the club to become a "god”… Dare to Zlatan.”

--If you say, “Dare to (someone)”, you: acknowledge a challenge they’re facing (=Try it if you dare); wishing them to deliver; something else?

It doesn't make much sense and is certainly not worded in a standard way. It sounds as if the writer is challenging (daring) Zlatan to do as it says in the sentence.
