Hi Watie,

The difference is that 'seem' is 'give an appearance of' and 'look' describes how someone/something is seen by others. Consider these:

This problem seems difficult at first but when you study it, you will find it is easy to solve.

This building looks very impressive when you see it against a bright blue sky.
