I thinck that the correct answer is "c".Do me a favour and explane me why is the correct answer "a"

I go with letter 'c', but since you are far better than me...kindly explain it to me...why the correct answer is 'a'?

"To be out to lunch" is an idiom. It means 'to behave in a crazy manner'.
