I think has have to change to have when the sentence changes to a interrogative or negative sentence, right?

I don't understand the connection with your previous question. Pasaban. It would also be helpful if your Location (in your Profile and hence under your avatar) were less facetious and more precise-- knowing a member's location helps us pinpoint comprehension problems from that language's point of view. 'Somewhere in this world' is not very helpful.
