I think it's strange that a person says: I'd appreciate that, thanks = I'd appreciate counting on me, thanks.

I think if the one person says: Don't worry about it. You can count on me.
then the second replies:
I appreciate that, thanks.

what do you think?

'I appreciate that' does not equate to 'I appreciate counting on me'.

You can count on me = you can reply on me.
I appreciate that = I appreciate the fact that I can rely on you/ I appreciate the fact that I can count on you.
