There is no direct opposite such as 'speak down' if that's what you were thinking.

When someone is attending a conference or a seminar, it is necessary to speak at a level audible to all participants. So speak up, but carefully.

You could, though I think I would tend to use that to a group who are chatting, rather than to an individual.
