Almost, and 'satisfied' could have been chosen instead.
convinced = persuaded of or very sure of.
So in this example the writer was sure that it wouldn't matter (that he had dropped the letter in the puddle).

Having said that, the sentence doesn't appear to be very well written. I think there's a typo and it should be 'he would talk a lot about it being strictly against the rules.'
