Translate sentence or define "youth"

The person under twenty can be rather a child than a youth. Under twenty they can be 1-2-3-4-etc. year-old.
I think we call youth who are young but are above the age of 18-20 years old.
Under 20 ? The new-born babies, the toddlers,the teenagers are under 20.
