What does dead level bestmean?

It's very complicated, at any rate for me, but I give what I found in brief:

1. When something is dead level he made something with high precision.../Yahoo/
2.Very best effort..../Yahoo/
3.I just uploaded new recordings with dead level best.../Facebook/

By chance it helps who has not idea about it. / as me./
