i think the best answer for this one is must and not have. if you will analyze the voice of the sentence or the person speaking, you can see that it's a conditional and of the the same time the tense is in future. have should not be followed by a future verb tense

Hi Frank, the correct answer is 'must' for the reasons you give.
You clearly know that 'have' is incorrect, but that is the answer you selected.
