'Gee' acts as an exclamatory phrase just like 'well', 'gosh' or 'good grief'.

You can't beat that = you can't better that

In this case, the briefcase only cost $3 which the man considers o be an excellent bargain. The price she paid couldn't be bettered in his opinion.

Yes, one of the epithets for Him... as are both 'gosh' and 'good grief', I believe!
