In TOEIC listening part II, set 12, exercise 1, I don't understand grammar structure of the question " How come I wasn't told about the plan?" Why is " How come "?

It's an informal conversational structure akin to 'What is the reason that...'

How come I wasn't told?
What is the reason that I wasn't told?

How come she wasn't there?
What is the reason that she wasn't there?
